Carrie has 17 years of experience in the Health and Human Services System. She has an MS and PhD in Environmental Toxicology from Texas Tech University. Carrie began her career at DSHS in 2005 serving as the Toxicologist in the Health Assessment and Toxicology Program. In this role she reviewed environmental data from neighborhoods near hazardous waste sites and determined the potential human health impact for those living nearby. She also led exposure investigations to screen residents for these contaminants. In her next role she served as lead for the Syndromic Surveillance program and was responsible for launching the Texas Syndromic Surveillance system. She coordinated with internal and external stakeholders, including local health departments and hospitals across the state to provide education on syndromic surveillance and promote participation. Carrie also served as manager for the Office of Acquired Brain Injury at HHSC and provided outreach and education to encourage healthy behaviors for brain injury prevention and served as liaison for a stakeholder advisory council. Carrie is the Data Governance Director for DSHS and has launched data governance as an agency-level oversight program. She developed a Data Governance Council for DSHS, implemented data governance strategies across program areas, and is the information owner for the State Health Analytics and Reporting Platform (SHARP).
