Mark joins Texas Cyber Command as the Director of Plans and Strategy. He is an expert in developing and aligning organizational strategy, leadership and executive processes, operational plans and assessments as well as innovating organizational effectiveness and preparedness.

As a Strategic planner he has served as a personal advisor to Joint and Army senior leaders and led operational and strategic planning teams on complex national challenges. Motivated by complex problem solving with high performing teams, Mark is a solution oriented and servant leader who regularly builds cultures of learning and excellence anchored in trust and competence. His professional portfolio demonstrates consistent and measurable results by integrating fact-based analytics toward innovative solutions with tailored coaching for individual and team growth.

Mark most recently served as the Director of Strategic Initiatives and Assistant Chief of Staff, G5 Strategy, Plans and Policy for multiple operational headquarters in San Antonio as well as a faculty instructor at the Command and General Staff College in Kansas. His former strategic positions include his role as Director of Legislative Affairs for US Forces-Iraq and Deputy legislative assistant to the Chairman of the Joint Chiefs of Staff where he managed the Senate Confirmation process for all Joint 3- and 4-star nominations.

As a Futurist with the former Training and Doctrine Command, he managed the Army’s analytical study program Unified Quest. Commissioned a CBRN officer, COL (ret) Mark Lavin has held leadership positions at the company and platoon level including company command during Operation Iraqi Freedom II with the First Infantry Division. He has served as a Small Group Instructor and Army Congressional Fellow.

Mark maintains his Program Management Professional certification and earned a BA from Rockhurst University and MS from Missouri University S&T
