Jorge Cardenas serves as the Chief Information Officer for the City of Brownsville and, in the absence of a designated Chief Information Security Officer (CISO), lead all cybersecurity strategy and decision-making for the city. A U.S. Marine Corps veteran with over 20 years of leadership experience across municipal government, defense, and technology sectors, Jorge specializes in developing and executing technology strategies that drive mission success, operational efficiency, and long-term resilience.

Jorge's expertise spans enterprise systems, cybersecurity, risk management, and compliance. He has successfully guided large organizations through digital transformation, modernized infrastructure, and strengthened governance while aligning technology capabilities with organizational and community priorities.

He is recognized for combining strategic vision with disciplined execution, delivering cost savings, improving service delivery, and enabling data- and AI-driven decision-making. At the core of his leadership is a people-first approach: building and mentoring high-performing teams, fostering accountability, and cultivating strong stakeholder partnerships.
