Robert Martin is a mission-driven executive leader with more than 20 years of experience at the intersection of cybersecurity, technology modernization, and large-scale government operations. Based in New Braunfels, Texas, he currently serves as Chief Information Security Officer (CISO) and Deputy CIO for the Texas Health and Human Services Commission (HHSC) — one of the largest and most complex state agencies in the country — where he leads enterprise cybersecurity strategy, risk governance, and security modernization for an environment supporting approximately 65,000 endpoints, 50,000 users, and critical public services for millions of Texans.
Known for bridging high-level strategic vision with disciplined operational execution, Robert has built a reputation for translating complex cybersecurity and infrastructure priorities into measurable enterprise outcomes. He excels at aligning diverse stakeholders — from agency executives and legislative leaders to federal partners, vendors, and university systems — around shared mission-critical goals. As Chairman of the Texas Department of Information Resources IT Leadership Council, he coordinates strategy and modernization efforts across major state agencies, serving as a trusted voice in shaping statewide technology direction.
Robert's career spans both the public and private sectors. Before joining HHSC, he served as Chief Technology Officer and CIO at Korcett/Clarus Broadband, where he led technology strategy and infrastructure modernization across multi-state digital environments. Prior to that, he held director-level roles at Clear Channel/iHeartMedia and Rackspace, where he built and led a 170-person technical operations organization delivering high-availability infrastructure services.
A Six Sigma Black Belt, Robert brings exceptional process discipline and a results-oriented operating philosophy to every initiative he leads — moving strategy beyond planning into sustained, accountable delivery. He holds a Bachelor of Arts in Business Information Systems and holds certifications in ITIL Foundation and Servant Leadership. Outside of his professional life, he is an active Jiu Jitsu practitioner.
