The Public sector is increasingly committed to tapping the rich potential of their data assets in enabling their digital transformation journeys. However, many of these find it difficult to get past the early focus on re-engineered applications to truly start impacting organizational efficiencies and delivering value-added citizen services. The primary obstacle is often data ecosystems that are scattered, segregated, and inadequately accessible or interoperable. Texas DIR’s Statewide Data Exchange Compact and Senate Bill SB788, SB475 are all responses to this recognized challenge. The vision that these bills articulate must now be realized via cost-effective architectures and practical implementation roadmaps.
Cloud Data Exchanges are essential for enabling this vision via what global management firm McKinsey aptly terms “connected and interoperable data landscapes” for the public sector. By definition, a Data Exchange is a centralized and internally managed data hub that enables organizations to privately share data with a select group of people or systems within their chosen ecosystem for collaborative, real-time, informed decision making.
